I congratulate the people of Minnesota on the passage of the Kathryn Swanson Seat Belt Safety Act that was signed into law this week. We are pleased that Minnesota has joined the 28 other states that have adopted primary seat belt laws to save lives on their highways. Seat belt use is the most effective protection against serious crash injuries and can be the difference between life and death.
